It's the weep chamber drain tube. It has to hang down to drain..either coolant or oil depending on which seal is leaking. Change your coolant and add about a 1/2-cup of conditioner with water pump lube. If it doesn't stop, you will have to replace the mechanical seal as it has gone bad.
