Take punch and tap the seam you mean making a dimple? I had thought about that but was afraid I'd mess something up.

Yes.

I would prefer to take the thing apart and inspect the surfaces for corrosion or other reasons for not making good contact. If nothing was found and corrected, then I would add a couple of small dimples as a last resort (assumes no gasket).

I guess I'm not real clear as to where the sending unit actually is. Is it on the other side of that block?

Other side of the thermostat housing reference the  pictures you posted for me.
