The fan on my bike seems seized as it will not spin freely, is this a known issue?

Bike is less than 1yr old so it should be covered under warranty, right?

Not a normal issue but..it is Chinese so anything's possible. Yes, do take it in. If they find the motor or fan packed with mud they may not warranty it so blast it with some water first.
