The new design, that is all above 600cc, don't have any sort of one-way bearing. They only have an idler bearing for the belt to ride on when the primary isn't engaged to the belt. It will start releasing with no throttle applied down to "about" 8-6mph. I say about because some have reported above and below that. Weights and springs effect that directly. As it starts releasing there will be some slight contact with the belt for a bit...but it shouldn't whine unless it's out of alignment and while near or at 0mph unless that idler bearing has a problem...and many have as CFM uses almost no lubricant during assembly of anything needing grease. Very expensive over there I guess.
