The relay...or the solenoid? In most systems the key switch sends power to the relay and closed. That sends power to the solenoid's coil. The solenoid then closes and sends power to the starter motor. IF..the solenoid just clicks it usually means there isn't enough power to close the contacts..or the load, meaning the starter motor itself is locked up..and CFMs do with rust as their motors are not water proof, or there is a poor or bad ground on the solenoid's coil. If you are not keeping your battery on a maintainer, and you haven't fully charged it every month, it's likely that battery is gone. Charge it and have it load tested. While there clean and inspect all the leads and cables. You can test the starter motor by jumpering direct 12volt power to the one post you see. If it rotates the engine, you know it's OK.
