Three bars is the normal operating temperature for all CFMs and when it's cold like it is there, for a 500/550 engine to put out enough heat to cause the cooling system to exceed that is going to be next to impossible. You would have to cover 90% of the radiator and run the heck out of it to make it run hotter. I would look to sealing-up all the open cold air sources like all across the front clip and firewall plastics, tunnel opening up front, and all the other holes around the cab. Then explore other heat sources independent of the engine cooling system. I know a guy that built a box to go around the exhaust pipe and had ports on either end-one to blow air in and one to blow hot air out through a flex duct into the cab. Worked great along with his other heater. Said he got the idea from a Volkswagen Bug's heat system.
