Discovered Anti-Freeze Leak

So when I was replacing my exhaust pipe this weekend I found a anti-freeze leak when I removed the rear hatch above the motor.   I tried to tighten this bolt but it just spun and never tightened.   What is the purpose of this, is it some type of cooling system bleeder?   Should it tighten?

Yes, they are just threaded bolts with seal washers used to bleed air off the top end when filling. They should not just spin. Says it's stripped and can blow right out of there. Best get a new thermostat cover and plug....and gasket.
