Choking after splashing in water

Hi all, i am having problems after splashing and driving in water, engine start choking and finally stops, then i have to wait a while to get ignition again.

I have read some people having this problem mentioning something about the flasher relay, but i have been unable to solve it.

Can someone tell me if the flasher is the electronic device right under the ecu? (Picture attached) Is it possible to tape it to avoid moisture?

Can't answer the flasher question, but I would put DI grease in every harness I can find. It will keep water and corrosion out.
