Generally the motor power supply cables from the battery, both positive and negative, are not fused. The controller power is however, through the system fuse box. But if you hear it clicking, it probably has power. I suggest after you inspect all the cables and controller connections, you put a volt meter on the cables at the motor and touch the controller. Place the common or ground on any frame bolt and the positive lead on either post. You will get power on one side pressing the OUT and the other pressing the IN if the controller is working. If so and the motor isn't turning the winch is locked-up. Start by unspooling the cable and trying it. If still locked...replace the winch..yeah it's only a 20-dollar Chinese winch..not worth fixing.. so get a better one. Or if it's still covered under a warranty, try for a new one.
