Hopefully somebody can help me. Is the "smoking" fuse for the 2 usb ports and 12v receptacle area on left panel?  Thanks in advance!

Probably. Just pull it and see if the power goes dead to the ports.

Yes the "Smoking" fuse is for the 12V "Cigarette lighter" port - not sure if it supplies the USB port, but easily testable by removing the fuse and checking for power on the USB port
