Help with airfilter

Anyone know how the ??? they managed to tighten these clamps?  I can barely feel the screw heads much less attempt to get a screwdriver on them.  Want to change over to a Uni.  Hate to wait until 20hr service to see if the dealer can turn the clamps so I can get to them.
One more thing, I forgot to look at dipstick before changing oil.  I currently have level at top of the ribbed section when cold.

I'll bet it never was all that tight and it rotated while running so just grab the base and twist it back enough to get the screwdriver on it. Don't over-do it yourself but go a bit more. Anywhere from 3/4s to the top of the hashes/ribbed section unscrewed is fine on the oil.

Thanks.  Didn't want to over do it.  I steadily applied pressure and it did turn.  Uni now installed.
