I fixed the issue.

this might be an issue, when the motor gets really hot the fan turns on but should the cooling fan should turn on all the time or at a certain temperature?

Ok so, I've replaced the carburetor brand new, the battery is fine the starter is brand new but yet it doesn't want to start so i check the sparkplug and that seems fine so my strong suspesion might be an airleak somewhere what's your guys thoughts?
