CF Moto CF188 Runs but wont rev

Hi I have a CFmoto CF188 4WD Quad which I believe has a 500cc motor, has only done 580KM since new and mostly sits in shed with little use under a tarp. My issue is that it starts but wont rev up I noticed this got worse over time, I thought maybe bad Fuel so I drained the tank as well as the rest of the fuel systen and filled with new fuel. I started it but the same problem. I noticed that when it was left standing I could smell fuel, I investigated and found fuel was leaking out of the Carburetor o/flow hose. I replaced the carburetor with a new one making sure the part numbers matched. Started it again but still the same problem, also replaced the Fuel Tank Tap Petcock Vacum Pump, air filter and spark plug but with no difference it still will idle but wont rev up. Battery voltage Checks out not running 12.2V - 12.5V and 13.8V when motor is running. When it is Idling it runs smooth when I rev it up it is as though it is starving for fuel and runs a little rough never really revving higher than around 2000rpm, if I just let go of the accelerator (quickly) it will stall, if I slowly release the accelerator it stays running, there is no black smoke from the exhaust. I am now out of Ideas any help would be appreciated.

Need to check the crank position sensor...aka engine speed sensor. Pull it and inspect the end, then do an ohm test as outlined in the manual. What year is this? Also your voltages are a bit low. You should be 12.6-12.8 not running and 13.8 - 14.7 running....and above 2300 RPMs it should be above 14.2. I would load test the battery and test the stator. Sense it sits a lot, better check it for rodent damage on the wiring harness too.

Is the exhaust pipe blocked?
