Any way to bypass this or is there a seat belt clip that will by pass this just by clipping it in

Clip the two wires going to the driver's belt lock. If it's still restricted, wire-nut the two together. There are also belt clips for pets and baby carriers that just plug in. Most work but some may need a little mod. Some people just clip the belt and tuck it behind the seat.
