Old tension buggy bad one way?

I have a 500cc buggy that I bought. The guy said it needed a starter and gave me one in a box.
I put it in and it just spins, no start.
I thought it was the one way bearing, but I can spin the gears by hand one way freely and the other way stops. Is it the one way or starter is wrong?

Pull the plug wire and bump the starter and see what's happening.
