Contact CFMOTO Cares, below is the response I received from them.
Dealerships where not supposed to sell any of these machine's without installing the parking brake kit.. mine is a 2023 Zforce 950 Trail.
So if you have one of these you can get the parking brake kit installed at no cost. Also check your battery tie down strap, mine was missing that also. Dealer prep didn't install it.

Good afternoon Virgil,

We just looked into the Warranty Bulletin named WAR-2023-10. There is not an expiration date on this recall. It is an active recall pending us having the part in stock. We currently have quite a few parts in stock to preform this recall.

Please schedule with the dealership to have them preform this warranty bulletin.

to funny that this does not apply to the Canadian machines. When i contacted zforce they told me that the USA frames and the Canadian frames are different and their is no kit for canada. THen they contact the selling dealer to get ahold of me, what is the dealer to do if they are no supporting them? Im finding that the after support from CF is lacking as i do not believe for a min that their is no way to put a factory brake on these machines especially when all the mounts and predrilled holes are already their for the brake

Truly disappointed in CF over the Canadian lack of ebrake. I have been able to look at previous machines and the 2026 from front to back and every single location for a ebrake is in place on my machine so their BS of it not fitting is false. Instead they are willing to do a TSB on the trans with 11 hours of labor. Looking at what would be involved in installing a factory ebrake would be less cost and make the customer happy. Heck i would be happy if they just gave me the parts and i did the install.  They will not even respond to me now after several emails that they would just forward to the selling dealer to deal with, what is the dealer going to do if CFmoto will not help them. Sent them a email stating i did not want to hear from the dealer as i could just drive over their and talk to them that i wanted a resolution from them especially since the kit is available in the US.

Seems odd that CFM isn't owning-up to this mistake and not taking care of it world-wide. In most business worlds customer satisfaction is the #1 key to success and growth.

Strange, when the Gen2 Trail 800 was introduced there were only two variants - one for the US and the other for the rest of the world including Canada.  From the research I did at the time on mine I was left with the impression that the only difference in the two was the "world" version included the eBrake, horn, turn signals, etc.  A fellow owner in Spain confirmed that when we compared his to mine.  So I'm wondering if you got a US version (CF800-SZ-2) instead of the world version (CF800-SU-2).

Wow..and here I was under the impression that they all were missing the e-brake..if it was only the US version that was missing the e-brake then I agree, he must of gotten a US version. If it were mine I think I would just go for one of these manual line-locks. Would have to do a little brake line extension and routing but that's simple enough..

I doubt i got the US version as the dealer said that none of the rest had E brake as well. I do have the horn and blinkers find that kind of funny what am i going to do with blinkers on the trail as their is very few places in canada where u can ride on the road.

I agree what does it really cost them in the long run very little in parts and some labour, heck i would have installed myself if they would have just supplied the parts. Mine stands out like a sore thumb as well since you do not see any in my area with 30's..
