Check the battery first. My method. Charge it full, than hit the starter. Hook the charger back up. If it's not almost fully charged the battery is bad. Check the relay with a meter next. You said it clicks so the trigger voltage sounds ok so I would leave the smaller wiring to the relay alone for now. A quick check of the relay is to jump the big connections with a plastic handle screwdriver or pliers. Don't touch the metal. If it starts right up, than the relay is most likely bad if you are sure the battery is good. If this doesn't work than look at the starter motor.
