I use one of two ways but mostly because the arc has to be stretched-out slightly to clip over the edge, I use either pliers or a small visegrip and grab the handle..the parts the is at the end, and while working it over the cover's lip I stretch/flex the clip a little with the tool so it helps it be just a little longer. Then after making sure its all the way down I release it and go to the next one. You want to shift top and bottom so the seal sets in that grove straight. The other thing I do is the same but I help the clip by pushing down on the arch while flexing the end out and over the edge. Be careful not to bend the clip otherwise it won't pull hard enough to make a seal on the lid. You can always re-bend it if necessary.

I loop  a String Or a piece of wire on the end that clips. Pull it over . After it snaps on pull the string out

I've found that if the box is not lined up correctly and tight, that the clips are difficult to snap on.

Otherwise, pulling the clips forward and then just pushing down in the middle of the clip does the trick.

I line up the box and grab the end of the clip with a set of lineman's pliers and pull them over the lip then tap the clip into place.  very easy.
