Rapid cycling of the pump can be several things. Most often it's pressure-related in that the pump will build up the correct pressure and shut off as it is supposed to however, that pressure relieves or bleeds-off faster then it's supposed to because of a check valve problem or a pressure switch issue..or a leak somewhere. Yes, it can be an issue with power supply as well. Best to put a pressure gauge on and watch it as well as actually monitor power supply to the pump after the relay. Between the two the answer should be able to be found.

What was the problem? Did you solve it?

I have the similar problem right now, but there shouldn't be any pressure switch. Also it happens when fuel pump is disconnected.
