Why won't N.Y. register my Zforce950 side by side

I just bought a ZForce950 and had to register the thing in Maine. I had no problems registering my ATV or other toys I own. Can anyone help me understand why they won't register a side by side In N.Y. state. Kinda sucks cause I'd like to make it street legal with insurance. :(

New York has a 1000lb weight limit for ATV/UTVs registrations. The 950 is 1400 lbs.

Some dealerships were registering UTVs for customers at the time of purchase; a questionable action in that state. Many UTV owners have run into problems with law enforcement over this.

None of it makes sense since New York allows the sale of the machines in state and accepts machines registered in other states without restriction.

Thanks for helping me understand....at the moment NY is run ass backwards with a bunch of really stupid policies..I also see a another money grab at some point when they do register UTV's in N.Y. I went out this weekend to break it in and move some trees off trails with winch. This beast goes anywhere! :)
