OK. Things to check:
Will it turn over while engaging the brake?
If the ECU is not energizing the EFI or Starter circuits/solenoids then you need to look for bad fuses, loose connections, verify that the proper enabling signals are getting to the ECU, and that the ECU is providing the proper signals to energize those circuits.
Loose connections can include the kill switch, which if not tight, will produce the results you see.
Check the grounds.
You can test various ECU pins with a multi meter, but you will need a wiring diagram.
