Looks like you break off the tab on the throttle body then remove two washers from the primary clutch. Sorry, some words did not translate and I had to guess.

Is there a way to tell if you have restrictions? And if so what are they limiting?

I guess look at the throttle body and see if it has the tab like the picture. They are limiting the throttle opening and how much the primary can close keeping you from reaching top speed. I'm not sure if I would mess with mine, but I ride trails only.
