SO stripped head down, new piston , rings, and exhaust valve stem seals.
had bore honed also. put on timing as per service manual. turns over fine
but dosent start. has 100lbs compression which is kinda low but should have
tried to start. Any ideas? timing off maybe?

Have to decide on what's missing. Does it have spark and at the correct time, does it get fuel...and at the right time...and is the valve timing actually correct. Check it again to conform then test the CPS..aka engine speed sensor. Also confirm that while cranking the coil or system voltage doesn't fall below 11.9 volts. If so the coil may not develop enough field to jump a spark. Pull the injector leaving it hooked up and crank it to see if it pulses.
